    Prisons play an important role in drug policy. They are used to punish people who break drug laws and they also hold a large number of people who have experience of drug use and drug problems. They therefore have an important part to play in attempts to reduce the harm caused by drugs. Imprisonment itself can be seen as one type of harm, as it causes problems for prisoners and their families and creates a large financial burden for taxpayers. Theseharms and costs are difficult to calculate, but there is little evidence that large scale imprisonment of drug offenders has had the desired results in deterring drug use or reducing drug problems (Bewley- Taylor, Trace, & Stevens, 2005). In this paper, we examine the international prevalence of drug users, drug use and related problems in prisons and we report on the problems that are related to the issue of drugs in prison. We go on to examine the international guidelines and effective responses that have been developed in this area in the last decade. The paper is a review of the literature, based on a search of bibliographic databases, including Medline, PubMed, ISI as well as EMBASE and contacts with researchers and practitioners in the field up to January 2007

    Validating a Multi-criteria decision analysis (MCDA) framework for health care decision making (abstract)

    OBJECTIVES: When evaluating healthcare interventions, decision-makers are increasingly asked to consider multiple criteria to support their decision. The MCDA-based EVIDEM framework was developed to support this process. It includes a simple weight elicitation technique, designed to be easily applicable by a broad range of users. The objective of this study was to compare the EVIDEM technique with more traditional techniques. METHODS: An online questionnaire was developed comparing the EVIDEM technique with four alternative techniques including AHP, best/worst scaling, ranking and point-allocation. A convenience sample of 60 Dutch and Canadian students were asked to fill out the questionnaires as if they were sitting in an advisory committee for reimbursement/prioritization of healthcare interventions. They were asked to provide weights for 14 criteria using two techniques, and to provide feedback on ease of use and clarity of concepts of the different techniques. RESULTS: Results based on the first 30 responses show that EVIDEM is easy to understand and takes little time to complete, three minutes on average. Criteria weights derived using the EVIDEM technique and best/worst scaling are divergent. Comparing the rank order of criteria respondents gave using these two techniques; there is more resemblance in rank order of criteria weighted with the EVIDEM technique. Compared to AHP/ranking/point-allocation, EVIDEM takes less time to complete but is only preferred by 33% of decision-makers. AHP/ranking and point allocation were often described as clearer and more reflective of the respondents’ opinion. CONCLUSIONS: The simple technique is proposed as a starting point for users wishing to adapt the EVIDEM framework to their own context. Other techniques may be preferred and their impact on the MCDA value estimate generated by applying the framework is being explored. This project is part of a large collaborative work that includes developing and validating this framework to facilitate sound and efficient MCDA-applications

    The Information Geometry of the Ising Model on Planar Random Graphs

    It has been suggested that an information geometric view of statistical mechanics in which a metric is introduced onto the space of parameters provides an interesting alternative characterisation of the phase structure, particularly in the case where there are two such parameters -- such as the Ising model with inverse temperature β\beta and external field hh. In various two parameter calculable models the scalar curvature R{\cal R} of the information metric has been found to diverge at the phase transition point βc\beta_c and a plausible scaling relation postulated: Rββcα2{\cal R} \sim |\beta- \beta_c|^{\alpha - 2}. For spin models the necessity of calculating in non-zero field has limited analytic consideration to 1D, mean-field and Bethe lattice Ising models. In this letter we use the solution in field of the Ising model on an ensemble of planar random graphs (where α=1,β=1/2,γ=2\alpha=-1, \beta=1/2, \gamma=2) to evaluate the scaling behaviour of the scalar curvature, and find Rββc2{\cal R} \sim | \beta- \beta_c |^{-2}. The apparent discrepancy is traced back to the effect of a negative α\alpha.Comment: Version accepted for publication in PRE, revtex

    Contextual novelty changes reward representations in the striatum

    Reward representation in ventral striatum is boosted by perceptual novelty, although the mechanism of this effect remains elusive. Animal studies indicate a functional loop (Lisman and Grace, 2005) that includes hippocampus, ventral striatum, and midbrain as being important in regulating salience attribution within the context of novel stimuli. According to this model, reward responses in ventral striatum or midbrain should be enhanced in the context of novelty even if reward and novelty constitute unrelated, independent events. Using fMRI, we show that trials with reward-predictive cues and subsequent outcomes elicit higher responses in the striatum if preceded by an unrelated novel picture, indicating that reward representation is enhanced in the context of novelty. Notably, this effect was observed solely when reward occurrence, and hence reward-related salience, was low. These findings support a view that contextual novelty enhances neural responses underlying reward representation in the striatum and concur with the effects of novelty processing as predicted by the model of Lisman and Grace (2005)

Product formulae for various conformal group representations are found. These include generalisations of those found by Flato and Fronsdal for SO(3,2).     Fear from the heart: sensitivity to fear stimuli depends on individual heartbeats

    Cognitions and emotions can be influenced by bodily physiology. Here, we investigated whether the processing of brief fear stimuli is selectively gated by their timing in relation to individual heartbeats. Emotional and neutral faces were presented to human volunteers at cardiac systole, when ejection of blood from the heart causes arterial baroreceptors to signal centrally the strength and timing of each heartbeat, and at diastole, the period between heartbeats when baroreceptors are quiescent. Participants performed behavioral and neuroimaging tasks to determine whether these interoceptive signals influence the detection of emotional stimuli at the threshold of conscious awareness and alter judgments of emotionality of fearful and neutral faces. Our results show that fearful faces were detected more easily and were rated as more intense at systole than at diastole. Correspondingly, amygdala responses were greater to fearful faces presented at systole relative to diastole. These novel findings highlight a major channel by which short-term interoceptive fluctuations enhance perceptual and evaluative processes specifically related to the processing of fear and threat and counter the view that baroreceptor afferent signaling is always inhibitory to sensory perception
